...My friend, Santha makes these neat bows and arrows and sells them for $10 per set (which consists of one PVC pipe bow and 3 harmless arrows). I just bought one for my daughter and she is having so much fun with it.
These are easy to make yourself, but at 10 bucks they are just as easy to purchase and let someone else do the work.
